Promise tracker

Companies and governments make public commitments about AI: release dates, open-weight models, safety work, compute spending. We record the commitment verbatim, set a deadline from its own wording, and check whether it was kept, partly kept or broken. Pending promises are not counted in the kept rate.

Kept rate = (kept + ½ partly) ÷ judged promises. Pending promises are not counted.

A broken promise is a statement about what happened, not a judgement of motive: plans change, and we record the reasons an organization gives in the grader’s note.
