Evidence & grader’s note
- Business Insider: Musk's missed 2025 robotaxi milestones (Dec 31, 2025)
- TechCrunch: Tesla starts robotaxi rides in Austin with no safety monitor (Jan 22, 2026)
Tesla tested employee-only rides without a monitor in December 2025, but paid public rides without a safety monitor began on 22 Jan 2026, and then only in a few vehicles mixed into the monitored fleet (with chase cars reported). About three weeks late and much smaller than "large parts of Austin".
