Context: Executive Order 14110 "Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence" (Federal Register text). The order was revoked on 20 Jan 2025. Sec. 4.2(a): Commerce "shall require" developers of potential dual-use foundation models to report on training, red-team results and large computing clusters.
