Before the 2025 deadline China had binding AI-specific rules in force (the generative-AI Interim Measures took effect on 15 Aug 2023 and require security assessments and algorithm filings for services with public-opinion properties) and national AI ethics norms (Sep 2021). No comprehensive AI law yet, but the plan only promised an "initial establishment".
