Evidence & grader’s note
"Up to 20,000" set a ceiling rather than a firm number. In May 2025 Waymo reported a commercial fleet of over 1,500 vehicles, said it had received its final delivery from Jaguar, and planned to build over 2,000 more I-PACEs through 2026. That is far below 20,000.
