German government targets AI use by at least 80% of large companies and 55% of small and medium-sized businesses by 2030
“Anteil der Großunternehmen, die KI-Technologien ≥ 80 Prozent”
Context: From the German federal government's AI Task Force report "Deutschland als KI-Nation 2030" ("Germany as an AI nation 2030"), dated 2 Nov 2026, published by the Federal Ministry for Digital Transformation and Government Modernisation (BMDS) for the Digital Summit in Berlin on 2-3 Nov 2026 (press release 68/2026). The quote is row A.2 of the report's table of 2030 indicators and target values ("Kennzahlen und Zielwerte"): indicator "Anteil der Großunternehmen, die KI-Technologien einsetzen" (share of large companies that use AI technologies), target "≥ 80", unit "Prozent". Row A.3 sets "≥ 55" percent for the share of small and medium-sized enterprises (KMU) that use AI technologies. The report calls its 2030 target values "indikative" and says they will be reviewed and adjusted; they do not set financing. Digital Minister Karsten Wildberger said in the press release: "Mit unserem Plan bündeln wir konkrete Maßnahmen und setzen uns messbare Ziele. An diesen Zielen wollen wir uns messen lassen" ("With our plan we bundle concrete measures and set ourselves measurable goals. We want to be measured against these goals"). Translations are ours. How we judge it
Our interpretation: kept if, for 2030, official statistics show that at least 80% of large enterprises (250 or more employees) and at least 55% of small and medium-sized enterprises in Germany use AI technologies, per the Federal Statistical Office's (Destatis) annual survey on ICT use in enterprises (or Eurostat's equivalent figures for Germany), or the federal government's own published AI monitoring if it reports these two indicators. Partly kept if only one of the two targets is met. Broken if neither is met. The latest 2030 figures published by 31 Dec 2030 are used. If the government later lowers or drops these targets, the claim is still graded against the original 80% and 55%.
