Context: Waymo blog post "Hello Toronto! Waymo is En Route" by The Waymo Team, 16 Oct 2026, its first Canadian market. Waymo says it will begin with manual driving, high-definition mapping and testing with trained autonomous specialists, and that Element Fleet Management (Toronto) will provide fleet management. Independent reports: The Globe and Mail (16 Oct 2026: Waymo aims "to start carrying passengers in Toronto in 2028"; Ontario approved testing under its autonomous vehicle pilot programme) and Element's own release ("The expansion to Toronto, expected in 2028"). Automotive World (21 Oct 2026) also notes Toronto's 2028 target.

How we judge it

Our interpretation: kept if by 31 Dec 2028 members of the public (not only Waymo employees), including through an early-access or waitlist programme, take Waymo rides in Toronto with no safety driver or specialist on board, as shown by a Waymo announcement or credible reporting; partly kept if by then public rides happen only with a safety driver or specialist on board; broken otherwise.
