Gina Hinojosa pledges, as Texas governor, to issue a moratorium on new data centers and data-center approvals

“When I am governor, I will issue a moratorium on any new data centers and any approvals for any data centers until we can pass laws to protect Texans, so Texans can have a seat at the table to decide if and how data centers come into our community”

Context: Said by Gina Hinojosa, then the Democratic candidate for governor of Texas, in answer to a Washington Examiner question at a press event near the Texas governor's mansion in Austin on Thursday 15 Oct 2026 (Washington Examiner, published 15 Oct 2026). Her campaign's data-center page said: "We need an immediate moratorium on data centers to last until the legislature can meet to put in place real protections", and her July 2026 campaign release called on Gov. Greg Abbott to issue such a moratorium by executive order. Abbott had already ordered a pause on some data-center approvals in August (FOX 4; the Washington Examiner says he placed it this year); Hinojosa called it a pause "in name only". She won the election on 3 Nov 2026; the Associated Press declared her the winner at 11:17 p.m. ET (Yahoo Finance). Bloomberg (via Business Standard, 4 Nov) reported that she "repeatedly called for an immediate moratorium on data centre development". Under Article 4, Section 4 of the Texas Constitution the governor is installed on the first Tuesday after the Legislature organizes, in January 2027. No deadline was given; the 30 April 2027 horizon is ours (about 100 days into her term, reflecting her call for an "immediate" moratorium). How we judge it

Our interpretation: kept if by 30 April 2027 Governor Hinojosa issues an executive order or other formal directive, or signs legislation, that pauses new data-center construction and state approvals for new data centers across Texas (a statewide pause covering new large data centers in general), as shown by the order or law itself or credible reporting. Partly kept if by that date she issues a pause that is materially narrower (for example only some regions, sizes or approval types, or only for a short fixed period of 60 days or less) or merely extends the existing pause ordered by Gov. Abbott without broadening it. Broken if no such pause is issued by 30 April 2027. A pause later struck down by a court still counts as issued.
